1. People who won't be able to cover the basic expenses and needs of a dog: If some people really cannot cover costs, they can either adopt a dog from a shelter where vaccinations are done free of cost( if they are passionate and know about dog care) or consider keeping one where they don't have to make major compromises for themselves or for the dog.
2. People who travel or shift homes often: Dogs don't like to move much. For people who travel too much; if they have a trustworthy person at home who will ensuring proper care of the dog with meals given on time etc. only then they should adopt a dog else they should not.
3. People have a strong disliking towards them: If pressure from children or any other kind is the only reason then people should wait and try to be more receptive towards the idea of a dog as a family member who they can love like any other then they should consider keeping a dog else they shouldn't or wait till they are receptive.
